Many foreigners, especially from Canada, still were shorts and a t-shirt during the winter. I like winter time for touring because there are no traffic jams then. (Except Chinese New Year. For sure, you want to have you reservations and plans set during this time. Spring time which is about March to May is pleasant. Summer is much hotter. Summer is from June to September. Hot, humid, and some smoggy days. Though the air quality has dramatically improved since ex Mayor Chen cleaned up the city. I remember when I first visited in 1990, I never saw the sun for years. It was like a constant sunrise all day long. That was on a good day. Since Mayor Chen's enforcing the rules, about 30% of the days look just like Honolulu Hawaii. I can vouch for this since I went to University in Honolulu, lived and worked there with my Mother, Janice Grace Schondorf, for many years too!
